The term “Open Access” encompasses a broad concept that includes both Gratis and Libre Open Access. Over the past 20 years, Open Access originally referred to the availability of content without any financial burden, now known as "Gratis Open Access." As the understanding of Open Access has evolved, there has been an increased need for a clearer definition regarding user rights and permissions related to content. This necessity underscores the importance of providing explicit guidelines on what users are allowed to do with the content.

In this context, Gratis Open Access ensures that content is available without any financial barriers, while Libre Open Access provides users with a range of permissions that include commercial use, reuse, adaptation, and translation. Libre Open Access involves various permissions for activities such as commercial utilization, repurposing, adaptation, and creation of derivative works. These permissions are clearly defined through standardized licensing tools such as Creative Commons licenses, which offer different levels of permissions depending on the type of Libre Open Access.

These licenses specify under what conditions content can be reused and transformed, thereby providing a clear guide for users on the accessibility and shareability of information. Publishers emphasize that for Open Access to function effectively, user rights and copyright ownership must be clearly defined through licensing. This approach supports the free sharing and reuse of scientific content, promoting the democratization of knowledge. Furthermore, such transparency enhances the trust of the research community in the content and facilitates broader dissemination of scientific work.
